J U L <br />10 1985 <br />BOOK <br />61 PAU 480 <br />aesthetics. <br />Since the committee did not meet, Mrs. <br />Stanbridge <br />stated her personal feeling that the permit as proposed would <br />cause problems along Jungle Trail. She informed the Board that <br />the Town of Indian River Shores last week recommended this permit <br />be denied because they were concerned about the traffic problem <br />on Jungle Trail with people going back and forth to their boats. <br />Vice Chairman Scurlock noted that the Motion does not say we <br />are in favor of the project, just that we have no objection and <br />identify that there may be navigational uses and other <br />considerations under their purview. <br />Mrs. Stanbridge felt there are cultural and historical <br />values to be considered in addition to environmental impact, and <br />she stressed that the Corps should be made aware this has been <br />designated a scenic and historic trail, and that it is a unique <br />part of Indian River County. <br />Planner Challacombe reported that he has discussed this with <br />Mrs. Stanbridge and from the staff's viewpoint, it is difficult <br />to address aesthetic compatibility without specific outlines and <br />a design plan for the overall use of Jungle Trail. <br />Director Keating pointed out that staff is much more <br />restricted when commenting on something located within another <br />municipality. Once an ordinance is adopted for Jungle Trail <br />itself, staff can be more specific. He did not feel it is <br />unusual that the Town would have a different perspective. <br />Commissioner Bowman inquired about the traffic impact as she <br />wondered where the people who would be using these docks live and <br />where they park. <br />Planner Challacombe believed the parking would be at the <br />people's homes and they would be walking to the docks. <br />Mrs. Stanbridge pointed out that the Comprehensive Plan says <br />historic and scenic trails will be protected, and Vice Chairman <br />Scurlock believed the docks will stabilize the bank. <br />68 <br />I <br />
