Planner Challacombe felt that while the staff is <br />recommending a "no objection" comment, they do feel cumulative <br />projects of this nature could have an adverse impact in the <br />future and that at sometime there should be a close look at the <br />entire area and a management plan. <br />Administrator Wright believed the state is going to address <br />this, and Vice Chairman Scurlock reported that the Regional <br />Planning Council is in the process of adopting a marina siting <br />policy, and they are addressing this whole issue. <br />Administrator Wright asked about the "Lagoon" Committee and <br />Director Keating was not sure whether, as part of the Aquatic <br />Preserve rule, the Lagoon Committee is going to be working on <br />this. <br />Mike Galanis of the Environmental Health Office, member of <br />the Lagoon Committee, stated that this subject would be a part of <br />the study and part of the overall recommendation, and they will <br />be looking into this in Indian River County on the 24th of July. <br />Director Keating noted that the County will have to look at <br />it also under the new growth management legislation. The County <br />has to prepare a Coastal Management Element to include in our <br />Comprehensive Plan and must have a shoreline use component which <br />identifies public access to beach and shoreline areas and <br />addresses the need for water related facilities. <br />ON MOTION by Commissioner Wodtke, SECONDED <br />by Commissioner Bird, the Board unanimously (4-0) <br />approved the staff recommendation and the for- <br />warding of their comments to the Army Corps of <br />Engineers. <br />Ruth Stanbridge, Chairman of the Scenic Roads & Trails <br />Committee, informed the Board that her committee did not see <br />this at all and they have a great concern about the length of the <br />dock along Jungle Trail and its effect on many factors, including <br />67 <br />�� �'a,�G <br />JUL 10 19005 BOOK <br />J <br />
