JUL 10 1985 <br />BOOK 1 FhUF 478 <br />configuration consisted of three (3) piers extending one <br />hundred twenty-five feet (125') waterward of the adjacent river <br />bank. <br />The revised design is the result of'. the Department of Natural <br />Resources request to limit the dock extensions to twenty <br />percent of the width of the waterway (river bank to the spoil <br />island). The Scenic Road & Trails Committee has not reviewed <br />the revised design. <br />In order to accommodate the project and maintain the integrity <br />of the Jungle Trail right-of-way, the applicant requested that <br />the Board -of County Commissioners permit a realignment of the <br />right-of-way to a maximum of twenty feet (20') eastward of the <br />existing alignment. The Commission approved this request on <br />April 17, 1985. <br />On April 25, 1985 the Planning and Zoning Commission authorized <br />staff to .submit a letter of no objection to the Florida Depart- <br />ment of Environmental Regulation. <br />ALTERNATIVE & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zone Management Element of <br />.the Indian River Comprehensive Plan; <br />Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region; and <br />The Hutchinson Island Planning & Management Plan; <br />Staff finds that the application does not conflict with the <br />planning objectives contained in the above documents and offers <br />no objection.- - <br />Although the extent of any -impacts are not fully known at this <br />time, there may be cumulative impacts of this and other multi- <br />ple dockage projects proposed to be constructed along the <br />Jungle Trail area upon the Florida manatee. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding _ <br />this project to the Army Corps of Engineers: <br />1) Indian River County has no objection to the proposed <br />project; <br />2) The Army Corps of Engineers and other appropriate agencies <br />should consider any potential impacts of the project upon <br />the Florida manatee. <br />66 <br />M M M <br />
