i <br />JUL 17 1985 <br />BOOK 61 549 <br />Vice Chairman Scurlock stated that he would like to see the <br />school used and perhaps these organizations could put together a <br />package on how they would provide services without the County <br />being in violation of everything in the book. <br />Vice Chairman Scurlock noted that the Housing Authority is <br />interested in using some classrooms as apartments. <br />Mrs. Strawter realized that it would cost quite a bit of <br />money to renovate the facility, but continued to'stress the need <br />for a Head Start center in that area. She stated that Head Start <br />would not have any objections .to the apartments because having <br />the building occupied would reduce vandalism. <br />Vice Chairman Scurlock recommended that the County <br />Administrator be authorized to work with staff on a plan whereby <br />all entities might be able to use the building. <br />Commissioner Bird felt that if it was made into apartments, <br />there would have to be some sort of sewage plant built, and <br />Administrator Wright advised that the School Board ran a small <br />package treatment plant when they occupied the building, but it <br />has been several years since it was permitted. <br />Mr. Edwards explained that Head Start is limited as to how <br />much money they can put into renovation and are really stretching <br />it with the $2,000. He noted, however, that they are paying rent <br />for their present facility and that amount should have been <br />figured into how much rent they could pay the County. He <br />confirmed that the Head Start program is funded annually by the <br />federal government. <br />Debate continued about the actual condition of the building <br />and the amount of renovation actually needed, with Mr. Edwards <br />contending that the building was not in that bad shape and he did <br />not believe it would cost over $25,000 to renovate their portion. <br />Vice Chairman Scurlock pointed out that the School Board <br />left the site because it would have cost more to renovate the <br />building than to go out and build a new school. He did not know <br />where the County would get $25,000 and wondered if Mr. Edwards <br />58 <br />
