Engineering Services for Wastewater Treatment Plants <br />The Board reviewed the following memo dated 7/5/85: <br />TO: THE HONORABLE BOARD OF DATE: JULY 5, 1985 <br />COUNTY COMMISSIONERS <br />THRU: TERRANCE G. PINTW SUBJECT: ENGINEERING SERVICES <br />WASTEWATER TREATMENT <br />PLANTS <br />FROM: RONALD R. BROOKS <br />BACKGROUND <br />The Department of Environmental Regulation (DER) operation <br />permits for the Gifford Wastewater Treatment Plant and the Vista <br />Royale Wastewater Treatment Plant must be renewed. In addition, <br />Florida Administrative Code requires that a groundwater <br />monitoring plan be developed for the Vista Royale and Vista <br />Royale Gardens plants and submitted to the DER for approval. <br />ANALYSIS <br />The renewal of the operation permits and the development of the <br />groundwater monitoring plans requires the services of a <br />professional engineer. Camp Dresser & McKee Inc. is presently <br />providing Indian River County with continuing services in our <br />wastewater operations and has submitted the attached scope of <br />services and cost estimate for preparation of the required <br />applications to the Department of Environmental Regulation. <br />RECOMMENDATION <br />Staff recommends that the Board approve the scope of services and <br />authorize staff to have Camp Dresser & McKee Inc. proceed with <br />the preparation a4d submittal of the applications for permit. <br />Commissioner Wodtke questioned the hourly charges set out by <br />Camp Dresser & McKee in their Scope of Services, specifically, <br />$28 an hour for a secretary. <br />Administrator Wright explained that Camp Dresser & McKee <br />determines their fee by hourly rates and noted that this is <br />actually a work authorization under our continuing services <br />contract with this firm. <br />Utilities Director Terry Pinto felt the costs for permitting <br />the Gifford and Vista Royale wastewater treatment plants with the <br />DER might be just the tip of the iceberg as there has to be some <br />modeling performed now for a ground water management program <br />8 <br />
