He recalled that <br />the last time the Vista plant was permitted, the DER allowed us <br />to use the short -form application, but they now are requiring the <br />long form due to discharge from the Vista plant going into a <br />nearby mosquito impoundment. In addition, during recent <br />permitting procedures on another treatment plant, it was found <br />that a great deal of staff's time was spent running back and <br />forth to the DER, and, therefore, the engineer for general <br />services was selected based on their specific expertise in <br />effluent disposal, plus their ability to move these things <br />through the DER. <br />Director Pinto believed that while Camp Dresser 8 McKee were <br />a little high in their hourly rates, their price was competitive, <br />and he felt they would do the work in fewer hours than some other <br />f 1 rm . <br />Vice Chairman Scurlock agreed that is what we are paying for <br />-- a consultant with a large staff and a great deal of expertise. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Wodtke, the Board unanimously (4-0) <br />approved the Scope of Services and authorized staff <br />to have Camp Dresser 8 McKee Inc. proceed with the <br />preparation and submittal of the DER permit <br />applications for the Gifford and Vista Royale <br />wastewater treatment plants, with the funding to come <br />from the enterprise account. <br />AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK <br />D.
