FF'_ <br />AUG <br />71985 BOOK <br />ANALYSIS: <br />-7 r <br />�1 F, -r 33 <br />The following is an analysis of the plan submitted for <br />conceptual special exception approval. As the applicant will be <br />required to submit a complete site plan application following <br />conceptual approval by the Board, the Technical Review Committee <br />process may necessitate changes or revisions. <br />1) Size of Property: 21.2 acres <br />2) Zoning Classification: A, Agricultural District <br />3) Land Use Designation: A, Agricultural District <br />4) Building Area: 21,750 square feet <br />5) Off-street parking spaces required: 44 <br />provided: 47 <br />6) <br />Traffic Circulation: The conceptual <br />site <br />plan has been <br />reviewed and approved by the County Traffic Engineer. <br />7) <br />Drainage Plan: The conceptual site <br />plan <br />has been reviewed <br />and approved by the County Engineer. <br />8) <br />Landscape Plan: The conceptual site <br />plan <br />is in conformance <br />with Ordinance #84-47. <br />9) <br />Utilities: The conceptual site plan <br />has <br />been reviewed and <br />approved by the Director of the <br />Environmental Health <br />Department. <br />10) Surrounding Land Uses: The surrounding properties are <br />groves. <br />The conceptual site plan is in conformance with the Comprehen- <br />sive Plan and the Zoning Code and the proposed use is compatible <br />with the surrounding land uses. Due to the fact that a large <br />piece of property is involved, any possible adverse impacts on <br />the public health, safety, and general welfare could be easily <br />mitigated through extensive buffering. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant <br />conceptual special exception approval to Fellsmere Joint Venture <br />for a vegetable packing house. <br />Commissioner Bird felt that we should encourage packing <br />houses to be built in agricultural districts. <br />Planning & Development Director Robert Keating explained <br />that this application is being considered under the old <br />Agricultural District, which says that agriculturally oriented <br />businesses or industries are special exceptions. In the new <br />Agricultural District, fruit and vegetable packing plants will be <br />administratively permitted uses, which means they will not be <br />29 <br />M <br />
