AUG 7 1985 <br />THE PUBLIC LIBRARY ADVISORY BOARD ' <br />BOOK 61 Fa,F 745 <br />Vice Chairman Scurlock, reporting for Chairman Lyons who is <br />recuperating from surgery, advised that a commitment was made <br />during the recent budget hearings to establish a county -wide <br />public library system and transfer those assets into the County's <br />name. One of this Committee's major assignments will be to <br />prepare a presentation to the public in the form of a referendum <br />that will set a millage cap as well as the capital improvement <br />program and budget each year. He stated he would serve as <br />chairman until Chairman Lyons' return in September, and that <br />Chairman Lyons has suggested the following appointments to this <br />Committee: <br />Jeffrey Slade <br />Mary Louise Scheidt <br />Betty Jean Hensick <br />Terry Goff <br />Fred West <br />Ex -Officio members: Mary Kiser and Lynn Walsh <br />Staff members: Robert Keating and Charles Vitunac <br />Vice Chairman Scurlock reported that their first meeting <br />will be held August 14th and they will get back to the Board in <br />the near future with a capital improvement plan and a millage cap <br />to take to the people in a special referendum. <br />Commissioner Wodtke wished to have the Resolution appointing <br />the above persons to this advisory board spell out the assignment <br />and timeframe to report back. <br />Vice Chairman Scurlock advised that they would go ahead and <br />have their meeting and get something started. He reported that <br />Chairman Lyons had suggested that their assignment include <br />setting the millage cap, establishing a budget, establishing a <br />5 -year and 10 -year improvement program, as well as a long range <br />approach to the situation instead of looking at it each year. As <br />far as the timeframe is concerned, we don't want any delay in <br />getting this matter before the public as soon as possible. <br />
