people are not going to build multiple family structures to face <br />industrial uses. As to the traffic problem on Old Dixie, Mr. <br />O'Haire did not feel the theory that multiple -family generates <br />more traffic than commercial is really so in this case. He <br />agreed there is a traffic problem, but only during the hours of <br />8:00-9:00 o'clock in the morning and 4:00-6:00 o'clock in the <br />afternoon; there is no problem during the rest of the day. <br />Furthermore, the traffic flow is mainly east and west, not north <br />and south. Mr. O'Haire continued to emphasize that the Compre- <br />hensive Land Use Plan says there must be a buffer and although <br />they felt CH (Heavy Commercial) would be reasonable, they agreed <br />to apply for the lighter commercial use for a buffer and <br />transition area; the buffer, however, has to be more than just a <br />road right-of-way. Attorney O'Haire believed that Old Dixie <br />between 8th and 12th Streets will develop into a commercial node <br />and that, in fact, it really is a node now even though it may be <br />called a strip. <br />Vice Chairman Scurlock felt it depends on what kind of <br />commercial activity is there; he felt for the most part the types <br />of businesses there now are low volume business which do not <br />generate a great deal of traffic. He did agree the biggest <br />impact is from people going to and from work. <br />Commissioner Bird understood that these requests could be <br />treated separately - we could grant one and not the other. <br />Vice Chairman Scurlock felt the problem in the long run is <br />that the limiting factor is going to be the service level on the <br />road, which will have to be addressed by one of two things - <br />place a moratorium on new development or find some vehicle to <br />expand the roadway. <br />Commissioner Bird stated there is a third approach and that <br />would be to exempt the road from the level of Service C; however, <br />52 <br />AUG 211985 BOOK 61 NAGE 849 <br />
