stated that essentially he is asking for the opportunity for <br />whoever they lease to between now and the time the off-site <br />improvements are completed to be allowed to go in. Mr. Spilotros <br />stated that re safety relating to the traffic situation, they <br />agree to implement whatever traffic controls the County deems <br />necessary, police officers, the four traffic poles the Public <br />Works Director has requested, etc. <br />Vice Chairman Scurlock asked if a safe situation could be <br />attained without those additional lanes by using off duty police <br />to control traffic until all the road improvements are in at <br />Kings Highway. He also inquired if the entire space could be <br />occupied safely by using these off-duty policemen. <br />Mr. Spilotros stated that realistically they are not going <br />to have 108,000 sq, ft. leased between now and the time the road <br />improvements are in. He anticipated that between now and <br />Christmas they may do six additional leases. <br />Vice Chairman Scurlock asked if they are the new owner or <br />the old owner, and Mr. Spilotros stated that they are the <br />developer and current owner. There is a contract in place, which <br />may or may not fly in the next 60 days, but either way they stay <br />on the deal for the next two years in the leasing and management <br />capacity. <br />Commissioner Wodtke asked why it took them over a year to do <br />the engineering for the five lanes, and Mr. Spilotros asked their <br />consultant from Avalon Engineering to address that question. He <br />agreed they do bear part of the responsibility. <br />Jack Schrager of Avalon Engineering explained that the <br />delays are on more than one issue and that he has been working <br />with the County and the developer to formalize the agreement and <br />attach it to their site plan. That together with his in-house <br />delays in doing the engineering are the main causes for that time <br />span. He did wish to clarify the issue of the approved site plan <br />roadway improvements.
