The G.D.M. should clarify this situation <br />by making the Main Canal and the planned structure a part <br />of the Corps's project plans (not District works) - the <br />volume of water involved is alread <br />y part of their plan. <br />b) . A District structure appears in the C-65 Canal of the U.S. <br />Army Corps of Engineers Project Plan. This structure has <br />the capacity of moving water from the Blue Cypress Marsh <br />Conservation Area into the SJWMA. This District structure <br />is not mentioned or discussed in the G.D.M. The District <br />has not been able to supply information on this structure <br />and its purpose. The specific function and capabilities <br />of this structure should be made part of the G.D.M. <br />C) The landowners along the East boundary of the B.C.W.M.A. <br />have a major problem of being on the Western slope of "Ten <br />Mile Ridge" and proposed levee L-77 will in effect create <br />an upland retention area on these private properties. The <br />G.D.M. presently does not address the steps which must be <br />taken to ensure that these and other properties which are <br />adjacent to the project will have adequate drainage <br />access. Properties which will not have adequate drainage <br />capacity as a result of this plan should be identified and <br />solutions sought prior to any further action by the Corps <br />and the District. <br />d) There are several references made in the G.D.M. as to_the <br />availability of irrigation water as a result of the - <br />project. Page 127 states, "The SJRWMD must also determine <br />whether the additional water made available by the system <br />should be used for irrigation, maintenance of downstream <br />flows, or both". To achieve this objective, the G.D.M. <br />should include a consumptive use management plan which <br />ensures that Indian River County will receive an equitable <br />share of water from the St. John's Basin when needed. <br />This plan should include information and input from local <br />water managers and users. <br />e) The management of adequate water levels south of the <br />Fellsmere Grade should be maintained to near normal <br />conditions as they have existed in the last 40 years. <br />3) Recreation: <br />a) The recreation section of the G.D.M. does not clearly <br />identify recreational demand and needs. This is particu- <br />larly evident in Table B-5. This table represents a <br />particular methodology used to determine the type of <br />recreational facilities needed in the project area. The <br />table and methodology should be explained clearly in the <br />document text in such a manner that it is understandable <br />to the reader. <br />b) Site A (Fort Drum MCA Multi -Use Recreation Area) this site <br />should be managed by the Florida Game & Fresh Water Fish <br />Commission and identified as a Type I recreational area in <br />the G.D.M. <br />c) Site B (Blue Cypress Marsh - S -96D Access Area) <br />This area should be divided into two sites, with parking <br />spaces located at the north end of the BCWMA. Access <br />should be located by the levee road adjacent to the S -96D <br />structure as proposed in the G.D.M. Another site should <br />be established on the south end of BCWMA (McClarty Block) <br />with the additional parking spaces and support facilities <br />38 <br />
