d) Site C (Hwy 512 Bank Fishing Area) <br />The site offered under this plan will only support fifteen <br />parking spaces with facilities in an area of approximately 2 to <br />3 miles (east side only) of Highway 512. Other bank fishing <br />now occurs on both east and west sides of Highway 512 on this 2 <br />to 3 miles of road. More recreation areas with facilities <br />should be provided for the bank fisherman on Highway 512 to <br />utilize the Blue Cypress WMA. This site should also provide <br />boat launching facilities located on canals bordering the north <br />levee east and west of S.R. 512. These launching facilities <br />will enhance the overall capacity of the BCWMA to accommodate <br />present and future boat fishing activities. <br />e) Site E (S-96 Boat Access) <br />This recreation site is located on the existing Fellsmere <br />Grade. The Grade as mentioned in Recommendation 1 is a <br />important part of this entire project. The recreation plan for <br />this area of Site E should be subject to Recommendation 1 and <br />input of the recreation advisory council and local recreation <br />users. <br />f) Site F (S-157 Bank Fishing Area) <br />This site is incorrectly described as being located on the <br />Fellsmere Grade. The Fellsmere Grade does not exist to the <br />east of County Road 507. This recreation. site does not seem to <br />have the potential suggested in the G.D.M. The fishing may not <br />be of the quality offered elsewhere in the project. Boating or <br />water skiing therefore, may be the only attraction for this <br />area. This area is in Brevard County. <br />g) The Stick Marsh, designated in the G.D.M. as part of the <br />SJWMA should continue to be identified as a Type II <br />recreational area, allowing public access during dry periods. <br />h) Additional boat ramps should be provided in SJWMA <br />through levee L-75 and the Fellsmere grade. <br />i) Indian River County continues to favor the northeast 200 <br />acres adjacent to SR. 512 of Garcia Ranch site as the future <br />location of a shooting range. This site should be included in <br />the G.D.M. <br />4) Coordination & Management: <br />The G.D.M. should include an appendix which clearly identifies <br />the interrelationships between the structures managed by the <br />Corps, those of the St. John's River Water Management District, <br />and any private structures which will impact the overall <br />system. <br />Intergovernmental Relations Director Thomas doubted the <br />general public is aware that the updated total construction cost <br />of the project is over 183 million dollars, and of this for the <br />eight recreation sites mentioned, six of which are in Indian <br />River County, the estimated cost is 3.9 million.
