F'"SEP 41985 <br />BOOK <br />plan and that the recreation will be incidental to it. <br />61 F',1,F 9.03 <br />Director <br />Thomas further emphasized that nowhere in the plan does it say <br />anything as to when this will be open for recreational use. It <br />was his belief that if they are estimating five years, this area <br />could be closed for as much as ten years, which, in effect, would <br />put the quietus on it. <br />Commissioner Scurlock believed Mr. Thomas was suggesting <br />that during the construction period there be provision made for <br />use, of the recreation areas so that we don't go away and just <br />forget about them. <br />Susie Wilson, member of the Ad Hoc Committee, noted that in <br />their recommendation they did ask that the Stick Marsh should <br />continue to be identified as a Type II recreational area, <br />allowing public access during period of dryness. Mrs. Wilson <br />stated she would recommend rewording this to request that the <br />designation as a Type II area be kept in effect until such time <br />as construction is completed and that would keep it open to the <br />public, if the District would agree to it. <br />Commissioner Bird asked if Mrs. Wilson was talking about <br />changing the recommendation re the Fort Drum recreation area, and <br />Director Thomas noted that Mrs. Wilson is referring only to one <br />particular area, the Stick Marsh. - <br />Chairman Lyons believed the committee came up with a <br />recommendation, and he did not believe we would want to amend the <br />committee's recommendation without consulting the committee. <br />Commissioner Scurlock also did not feel we can change their <br />recommendation, but we do need to act on the recommendations, and <br />he believed we can modify it to be sure that recreation area will <br />be available to the general public during the time of construc- <br />tion, which could be exceedingly lengthy. <br />Director Thomas agreed with the committee's recommendation <br />but wished to add to it as he felt it should include all the <br />eight recreation areas and not just be limited to one area. <br />Mrs. Wilson agreed with Director Thomas. <br />40 <br />
