MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wodtke, to accept the recommenda- <br />tions of the Ad Hoc Committee to be forwarded to <br />the District and to include some additional language <br />that would secure the use of that land for the <br />public for recreational purposes during the period <br />of construction. <br />Commissioner Bird pointed out the possibility that at some <br />point the construction might present some hazard to the public <br />safety, and he felt we should just say the land should be made <br />available to every extent possible. <br />Chairman Lyons complimented the Ad Hoc Committee, Environ- <br />mental Planner Challacombe, and Director Thomas, on their work. <br />He felt they did a fine analysis. <br />Mrs. Wilson informed the Board that these recommendations <br />should be forwarded to the Corps and St. Johns District should <br />have a copy. She then brought up Fellsmere Grade, and Planner <br />Challacombe felt that should be handled as a separate item. <br />Commissioner Wodtke wished to know whose responsibility it <br />will be to manage these recreation areas and maintain them. <br />Commissioner Bird noted that he had asked the staff of the <br />St. Johns District that question, and their answer was that one <br />of the main functions of the Advisory Council that is being set <br />up is to advise the Governing Board re these matters. It was <br />further emphasized that at this time they are talking conceptu- <br />ally; these details will come along further in the planning <br />process and with input from the Advisory Council. <br />Commissioner Scurlock emphasized that is why it is so <br />important for us to have proper representation on the Advisory <br />Council. <br />Commissioner Bird noted that Blue Cypress Lake County Park <br />is alluded to in the Executive Summary of the Project, but he <br />stressed that when we pass the committee's report along, we are <br />41 <br />BOOK �� F�GE 92.00 SEP � 1955 <br />
