A. Mission <br />BOOK <br />EXE31BIT A <br />MISSION, ORGANIZATION AND RESPONSIBILITIES OF THE <br />UPPER ST. JOHNS RECRFATIONAL ADVISORY COUNCIL <br />61 Fir;I.0 9?+9 <br />1. The overall mission of the Council is to assist and support the <br />"District" through its Governing Board and staff in the development <br />of a model regional recreational area to be known as the Upper St. <br />Johns Recreational Area situated on lands owned, leased or otherwise <br />controlled by the "District". <br />2. Allied missions of the Council following approvals by the Governing <br />Board may include: <br />a. Development of recommendations for financing the recreational <br />facilities or management needs of the Upper St. Johns <br />Recreational Area. <br />b. Development of recommendations for proper regulation and en- <br />forcement of the rules governing recreational uses of the Upper <br />St. Johns Recreational Area. <br />c. Development of recommendations for informing the public of the <br />recreational opportunities available within the. Upper.St. Johns <br />Recreational -Area. ° <br />3. All missions of the Council solely involve recreational planning, <br />implementation or management recommendations and shall always be <br />secondary to the primary considerations of the Governing Board of <br />the "District" in managing its lands for water management purposes. <br />B. Organization <br />1. The Council shall have a membership of 16 voting members. <br />2. Each member may be selected by a process to be determined solely by <br />the representative body.. <br />3. Each representative body may also designate a single alternate for <br />each of its voting members who may vote only in the event the <br />regular member is unable to attend a Council meeting. <br />4. Voting members and alternates serve at the will of their <br />representative organizations and may be replaced or retained as <br />desired so long as the "District" is always notified in writing at <br />least two weeks prior to a scheduled Council meeting of any changes <br />in member or alternate representatives. <br />5. The Council shall be chaired by the member representing the <br />"District" or in that member's absence, by the "District" alternate. <br />6. The membership of the -Council shall be composed of representatives <br />from the following organizations: <br />a. St. Johns River Water Management District (one member and one <br />alternate).' <br />b. Florida Game and Fresh Water Fish Commission (one member and one <br />alternate). <br />c. Florida Department of Natural Resources, Division of Recreation <br />and Parks (one member and one alternate). <br />d. Florida Department of Natural Resources, Division of Archives <br />and Records (one member and one alternate). <br />46 <br />
