Florida Trail Association (one member, and one alternate).: <br />7. The Governing Board of the "District" may amend the membership of <br />the Council from time..to . time as it , deans , advisable to achieve its <br />purposes. <br />•8. In the event of a tie vote on any issue being considered by --the <br />Council, the member or alternate representing the "District". may <br />cast one additional vote to break a tie vote. <br />C. Meetings <br />1.. The Council shall meet at least once a -month and may meet as fre- <br />quently as its members determine is necessary to effectively carry <br />out its purpose. <br />2. All Council meetings shall be properly noticed, based on an agenda <br />of items which the -Council plans to consider in the next noticed <br />meeting. <br />a. All. Council. meetings'. shall be summa ized. into -a. set of�_:iniiiu£es -and <br />shall be available for adoption by the Council at each subsequent <br />meeting of the Council. <br />4, The Chairman of the Council shall appoint one or more.District <br />-employees as staff coordinators to be responsible for-notcinq <br />preparation and distribution of agendas, completion and distribution <br />of minutes andsuch other administrative assignments as are-neces- <br />nary to support -the Council. . <br />5`. Except as otherwise provided herein; Roberts Rules of Order shall <br />prescribe the parlimentary procedures of the Council. <br />b. All regular Council meetings shall be held in the immediate area of <br />the upper St. Johns River basin. <br />7. All Council meetings shall be open to the public and shall provide a <br />reasonable opportunity for public c=rent on each appropriate agenda <br />item. <br />8.
