9. The Chairman may conduct meetings informally by consensus, however, <br />any issue may be required to be determined by a vote by any voting <br />Council member who requests the Chairman to call the question to a <br />vote. <br />10. A copy of the minutes of each Council meeting shall be included un- <br />der an agenda item in the next possible regular Governing Board <br />meeting of the "District". <br />11. The Chairman of the Council or his designated representatives) will <br />report all Council recommendations or make presentations on behalf <br />of the Council as an agendaed item for the consideration of the Land <br />Management Committee of the Governing Board. <br />D. Responsibilities <br />1. To become familiar with the nature and characteristics of individual <br />parcels of land and with the entire land area available for public <br />outdoor recreation within the Upper St. Johns Recreational Area as <br />identified by the "District" both in terms of priority and in terms <br />of location. <br />2. To become familiar with the existing and proposed recreational <br />management plans and recreational uses within the Upper St. Johns <br />Recreational Area. <br />3. To become familiar with projected future recreational uses or needs <br />which should be considered in developing an overall recreational <br />management plan for the Upper St. Johns Recreational Area. <br />4. To become familiar with the primary water management purposes as- <br />sociated with individual parcels aggregate parcels and all lands in <br />the Upper St. Johns Recreational Area. <br />5. To become familiar with all land, project, legal or other considera- <br />tions which may limit, favor or otherwise influence the optimum <br />pattern and types of recreational uses recommended for certain areas <br />of the Upper St. Johns Recreational Area._ <br />6. To. assist the "District" in developing interim recreational manage- <br />ment concepts or plans and over the longer term, to assist the <br />District in developing a comprehensive recreational management plan <br />for the entire Upper St. Johns Recreational Area. <br />7. To assist the "District" in evaluating and recommending alternative <br />methods to finance the costs associated with the development of <br />recreational facilities and for the management of recreational uses. <br />8. To assist the "District" in informing the public of recreational <br />opportunities and responsibilities associated with the use of the <br />Upper St. Johns Recreational Area. <br />9. To assist the "District" in avoiding and allaying recreational user <br />conflicts or proposed land uses which may be in conflict with recom- <br />mended recreational uses within the Upper St. Johns Recreational <br />Area. <br />10. To assist the "District" in identifying specific problems associated <br />with recreational management within the Upper St. Johns Recreational <br />Area as may from time to time come to the attention of the Council. <br />48 <br />_ M M <br />
