Comprehensive Plan Capital Improvements Element <br />• 100 percent of Florida Inventory of School Houses (FISH) capacity for each public school <br />type (elementary, middle, and high). <br />➢ Solid Waste (Countywide) <br />• 2.2 tons per capita per year or 3.67 cubic yards per capita for permanent plus weighted <br />peak seasonal population per year <br />➢ Stormwater Management <br />• New drainage systems shall mitigate the impacts of a 25 year/24 hour design rainfall <br />event <br />• Minimum road crown elevation for existing roads shall be raised during <br />resurfacing/rebuilding to the flood elevation resulting from the 2 year/24 hour storm <br />event on local roads <br />• The center two lanes of rebuilt roads must be at or above flood levels resulting from a <br />10 year/24 hour storm event on Arterial and Collector roads <br />• All drainage basins will meet the following level -of -service standards: <br />• By 2000 - 2 year/24 hour storm event <br />• By 2005 - 5 year/24 hour storm event <br />• By 2010 - 10 year/24 hour storm event <br />➢ Transportation (Roadways) <br />• Level -of -Service "D" during peak hour, peak season, and peak direction conditions on <br />all TRIP grant funded roads as well as all freeway, arterial, and collector roadways, <br />with the exception of the following two, which will operate at level of service "E" <br />plus 20%: <br />• 27th Ave — South County Line to SR 60 <br />• 43rd Ave - Oslo Road to 16th Street <br />For SIS/Florida Intrastate Highway System roadways, level of service "B" is adopted <br />for rural areas, and level of service "C" is adopted for urban areas. <br />➢ Transit <br />• One-hour headways shall be maintained on all fixed transit routes <br />Level -of -service standards are discussed in further detail in individual Comprehensive Plan Elements. <br />Asset-based level of service standards for impact fee calculation purposes are provided in the Impact <br />Fee Ordinance (Title X). <br />Capital Improvements Program <br />A capital improvements program (CIP) is a list of capital expenditures to be incurred each year over a <br />fixed period of years to meet anticipated capital needs.
