they have been going to contract maintenance quite heavily and <br />they have numerous contracts at the present time. The Fort <br />Pierce area of the District consists of four counties - <br />Okeechobee, St. Lucie, Martin and Indian River Counties. Last <br />year they had programmed in not quite a million dollars for <br />Indian River County, and this year they have programmed 1.2 <br />million, but this is all based on the amount of budget money they <br />actually receive. Mr. Register reported that last year they <br />expended about $623,000 in the county, which is all they could <br />put in at that time because they did not get all the funds they <br />requested and they go where the need is the greatest. <br />Commissioner Wodtke asked if they ever contract with county <br />forces or just with private contractors. <br />Mr. Register believed that the 6th District at one time <br />contracted the street lights with the county, but in this <br />District most of their contracts are with private contractors. <br />Mr. Fowler stated that there is a fairly strong feeling <br />within the Department to move in that direction from a policy <br />standpoint and contract with local government in those areas <br />where it is felt desirable by local government - primarily litter <br />pickup and mowing, which seem to be the most troublesome things. <br />He noted that cities and counties generally desire higher <br />standards than the D.O.T. is able to supply, and he believed that <br />is a way to go in the future. <br />Administrator Wright inquired if such an arrangement could <br />be considered this fiscal year, and Mr. Fowler believed it might <br />be possible to work something out even this year. <br />Commissioner Wodtke commented that they had indicated there <br />was a shortage of manpower and he wished to know the average <br />salary for a mowing operator on a state level. <br />Mr. Fowler believed it was about $4.00 an hour and stated <br />that their salaries at all levels are generally non-competitive <br />with local counties. <br />41 <br />• <br />BOOK C-,' F��� �� <br />
