EXHIBIT A <br /> Description/Scope of Services <br /> A. GENERAL ORGANIZATION OF THE PROJECT <br /> 1. General: Indian River County has a population of approximately 141,994 <br /> citizens. In general, this project involves providing the COUNTY with grant <br /> compliance assistance with the management of the COUNTY's grant funds, <br /> per project that the COUNTY receives (FDEO, FDOT, WMD, USDA, EPA, <br /> etc.) <br /> The grant compliance assistance would include but not be limited to the <br /> following activities- <br /> • Carry out all or a portion of the Federal Environmental Review process as <br /> required; <br /> • Provide the COUNTY'S designated Representative with electronic <br /> versions of required federal contract clauses for insertion in the bid <br /> documents; <br /> • Provide the COUNTY'S designated representative with current wage <br /> rates for inclusion in bid documents; <br /> • Verify the selected Contractor is not on the federal disbarred contractor <br /> list, <br /> • Attend and participate in preconstruction meetings to coordinate with the <br /> selected Contractor and the COUNTY'S designated representative how <br /> the federal contract compliance requirements will be carried out; <br /> • Supply the Contractor with a copy of the required job site posters and <br /> wage rates, <br /> • Insure the job site posters and wage rates are properly posted on the job <br /> site and the posting is properly documented; <br /> • Review all contractor and sub-contractor payrolls to insure contract <br /> compliance; <br /> • Conduct employee interviews in sufficient frequency and numbers to <br /> meet the funding agency's requirements; and <br /> • Compare the certified payrolls and employee interviews to insure <br /> continuity between the two. <br /> 2. Proiect Direction: Primary interface with the selected firm will be the <br /> COUNTY'S Utilities Department. The COUNTY's Capital Project <br /> Manager will be responsible for the direction, review, and approval of all i <br /> work as well as the program administration of the contract for compliance <br /> with and interpretation of scope, schedule, and budget. In carrying out <br /> these functions, the COUNTY's Utilities Department will utilize the various <br /> departments and personnel of Indian River County and coordinate with <br /> other governmental agencies as required to ensure a successful project. <br /> 3. Proiect Period: The firm will have a three (3) year Grant Compliance <br /> Assistance Agreement with an additional two (2) one (1) year renewable <br /> options at the COUNTY's discretion. <br /> 25 <br />
