4 Prosect Description: The COUNTY wishes to employ a firm to provide <br /> services for the planning, submission of grant applications, monitoring <br /> performance and reporting to the appropriate governmental agency for <br /> energy and other related projects <br /> i <br /> The Work under the Grant Compliance Assistance Agreement will be <br /> performed by Task Orders Task Orders will be issued for each project in <br /> an amount written within the threshold limits of the FS 287 055 Paragraph <br /> (2) (g) relative to "Continuing Contract " <br /> Final selection as to the qualified firms by the COUNTY does not <br /> guarantee that the Task Orders for the work will be issued during the <br /> contract/agreement period <br /> B. SCOPE OF SERVICES <br /> The scope of Services for a specific project or a set of projects will be defined in <br /> the form of Task Orders In general, the firm, when requested by the COUNTY <br /> will generate a detailed Scope of Work document including cost and schedule to ' <br /> accomplish the services requested. The COUNTY will review and approve this <br /> Task Order and issue a Notice to Proceed. <br /> Emphasis in the Scope of Work should be placed upon, but not limited to, the <br /> following items and categories, if requested by the COUNTY: <br /> 1. Work with the COUNTY in the preparation of the applications for submittal to <br /> the Florida Department of Economic Opportunity (FDEO), Florida Department <br /> of Environmental Protection (FDEP), Water Management District (WMD), <br /> and/or to other federal and/or state agencies <br /> 2 Program Development. <br /> 3. Performing environmental reviews and requesting release of project funds. <br /> 4 Establishing the financial procedures for receiving funds and disbursing <br /> payments. <br /> 5. Assessing the COUNTY's compliance with state and federal regulations <br /> concerning procurement, employment, personnel and property <br /> management, records retention, fair housing, ethics, and others. <br /> �I <br /> 6. Review bid documents and assist in project bidding and award <br /> 7 Evaluate bids and determining contractor eligibility and compliance <br /> 8. Review contract documents. <br /> 9. Monitor contractor performance and compliance with contract requirements. <br /> 26 <br />
