Attachment E — Civil Rights Compliance <br /> Fair Housing <br /> As a condition for the receipt of Small Cities Community Development Block Grant funds, each <br /> Recipient must certify that it will "affirmatively further fair housing"in its community. A Recipient shall <br /> demonstrate its commitment to affirmatively further fair housing by implementing the actions listed below. <br /> Each Recipient shall do the following: <br /> 1) Have in place a fair housing resolution or ordinance that covers all Federally protected classes (race, <br /> color, familial status,handicap,national origin,religion,and sex); <br /> 2) Publish quarterly a phone number that people can call to ask fair housing questions or register a <br /> complaint; <br /> 3) Designate an employee who is available Monday through Friday during regular business hours to <br /> receive fair housing calls; <br /> 4) Establish a system to record the following: <br /> a) The nature of the calls, <br /> b) The actions taken in response to the calls,and <br /> c) The results of the actions taken,and <br /> d) The end results of referrals to other agencies,when applicable; <br /> 5) Conduct at least one fair housing activity each quarter. Identical activities (See examples below.) shall <br /> not be conducted in consecutive quarters;and <br /> 6) Display a fair housing poster in the CDBG Office. (This does not count as a fair housing activity.) <br /> The fair housing contact person is expected to have received training so that he/she can handle fair <br /> housing phone inquiries or refer the inquiries to the appropriate people/agencies. Records maintained by the <br /> contact will help the community do the following: <br /> • Define where discriminatory practices are occurring, <br /> • Help the community measure the effectiveness of its outreach efforts,and <br /> • Provide the community with a means to gain information that can be used to design and implement <br /> strategies that will eliminate fair housing impediments. <br /> Examples of fair housing activities include the following: <br /> • Making fair housing presentations at schools,civic clubs,and neighborhood association meetings; <br /> • Manning a booth and distributing fair housing materials at libraries, health fairs, community events, <br /> yard sales,and church festivals;and <br /> • Conducting fair housing workshops for city/county employees,realtors,bank and mortgage <br /> company employees,insurance agents,and apartment complex owners. <br /> Printing a fair housing notice on a utility bill is no longer accepted as a fair housing activity. Mailing a <br /> Department-approved fair housing brochure as an insert with utility bills will be accepted as an activity. <br /> Placing posters in public buildings does not meet the requirement for a fair housing activity. <br /> Recipients shall document their fair housing activities by keeping photographs,newspaper articles,sign-in <br /> sheets and copies of handouts in their CDBG project file and include information about the activities in the <br /> comment section of each quarterly report. <br /> Rev. 09/03/2015 25 <br />
