177 <br />While there are advantages and disadvantages of locating various <br />land uses in this area, the staff feels that industrial uses <br />would not create any significant adverse impact upon this area. <br />To ensure that any development, in this area or on the sand <br />ridge generally does not adversely affect the aquifer, the staff <br />has been working with representatives of the St. Johns River <br />Water Management District to produce specific standards <br />applicable to all development in these areas. It is anticipated <br />that an ordinance incorporating these standards will be adopted <br />and in place prior to any projects in this area being submitted <br />for site plan review. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning & Zoning <br />Commission's recommendation, staff recommends that the Board of <br />County Commissioners adopt the first alternative as the boundary <br />of the South Winter Beach Road industrial node. <br />Chairman Lyons asked if the Comp Plan included any specific <br />comments about the sand ridge and the water recharge area. <br />Mr. Shearer confirmed that they were identified in the plan <br />and that staff is looking at a specific ordinance to put in place <br />to give added protection to these areas in the county. <br />Planning & Development Director Robert Keating reported that <br />the County is working very closely with the St. Johns Water <br />Management District to try to address all the concerns relating <br />to the recharge areas and the sand ridge. He noted that the <br />Water District realizes that Indian River County has a problem <br />where development has been on a linear pattern adjacent to the <br />roadways, railroad tracks, and the river. Staff is trying to <br />come up with some engineering data and some specific criteria so <br />that we can recommend an ordinance that will allow for <br />development in those areas but will mitigate any adverse impact <br />on the aquifer. Director Keating noted that staff feels these <br />land uses can be acceptable if we put enough controls on the site <br />plans by requiring more open space, different types of recharge, <br />making sure that contaminants don't get in the ground water, and <br />not exposing the aquifer. <br />Commissioner Bird asked how this request came about, and Mr. <br />Shearer said that it came about based on the Planning & Zoning. <br />Commission's direction to look at an alternative where all the <br />node was south of South Winter Beach Road.
