SEP 18 <br />1995�= <br />BOOK Lr�. <br />Road which takes <br />in the County's transfer station because <br />that <br />was the only logical property to include on the south side. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Paul Carini, owner of a neighboring 10 -acre parcel directly <br />west of the property boundaries of the node, stated -he was in <br />favor of this commercial node and had attended the last three <br />Planning & Zoning meetings on this matter to request that his <br />parcel be included within the boundaries because it would be the <br />highest and best use of his property to have it zoned industrial. <br />He noted that the land across South Winter Beach Road is all <br />industrial development and there are no residential homes within <br />one-half mile from his site. His parcel is located in the midst <br />of a 100 -acre site, which is a wooded area with no development. <br />Mr. Carini reported that he was informed by three county <br />officials that it would be very desirable to have a buffer zone <br />between the node and the low density area, and he felt that could <br />be achieved by including his parcel in the node. It is presently <br />zoned R-6, but he could not foresee anyone wanting to build any <br />homes in the area for many years to come. <br />Chairman Lyons understood that there has been a change since <br />the last Planning S Zoning meeting in that Mr. Carini's land is <br />not now landlocked, but he did not know if that has any bearing <br />on this or not. <br />Mr. Shearer felt that was not the reason why Mr. Carini's <br />request was turned down, and understood that he does have an <br />access easement across some other property that connects to South <br />Winter Beach Road. <br />Mr. Carini advised that he had with him today a deeded <br />easement for access to South Winter Beach Road. <br />Commissioner Bird felt that when this node was expanded in <br />the future, it was likely that Mr. Carini's property would be <br />included, but right now there is so little actual industrial use <br />on the 100 acres that until some of that is used up and there is <br />71 <br />
