SEP 18 1995 <br />BOOKS F�i;� .::. <br />procedures in submitting budgets in a timely manner, that we <br />should request that he submit them in the proper form. <br />Attorney Bernhardt did not feel that would be a problem <br />because the counties have the power of the purse, but Chairman <br />Lyons felt that while we have power of the purse, Dr. Walker has <br />the key to it according to the way this contract is written. <br />County Attorney Vitunac wished to know what the guidelines <br />would be, and Attorney Bernhardt advised that Dr. Walker is <br />anticipating moving to the college by October 1, 1985. He <br />emphasized that Dr. Walker's Longwood office will not be the <br />Medical Examiner's Office, as he is also the pathologist for <br />Longwood Hospital since he cannot afford to live on the portion <br />of the salary that is allocated for him in the budget. <br />y <br />Commissioner Bird asked how we address the matter of Dr. <br />Walker's running over the estimated budget for the year, if, for <br />example, St. Lucie County were to experience a major disaster. <br />Attorney Bernhardt felt that someone on staff could be <br />appointed to work with the counterpart from other counties to <br />work up some answers to the problems that might arise, and <br />Commissioner Bird suggested the County Administrator as our <br />representative. <br />Lengthy discussion took place on what was agreed to in the <br />original verbal agreement with Dr. Walker with respect to his <br />being required to go back to school to obtain his degree in <br />forensic pathology and his being a full-time medical examiner for <br />the four counties with no outside practice. <br />Attorney Bernhardt reported that he had met with State <br />Attorney Robert Stone last month to address these items and, as a <br />result of that discussion, began working towards resolving these <br />matters. He pointed out that Attorney Stone no longer insists <br />that Dr. Walker obtain his degree. <br />Commissioner Scurlock stated that, as of yesterday, Attorney <br />Stone had indicated that these matters still were not resolved <br />and were still under debate. <br />77 <br />
