Attorney Bernardt suggested that this matter be discussed <br />away from the press and TV cameras, but Commissioner Scurlock <br />pointed out that Florida's Sunshine Law requires policy and <br />direction to be discussed publicly. <br />Commissioner Bird felt the issue is whether Indian River <br />County receives adequate service from the Medical Examiner, not <br />whether it is full-time or part-time service. However, he felt <br />the compensation should be adequate in any case. <br />Chairman Lyons brought the debate to a close as he felt the <br />major points and general rules had been covered and the attorneys <br />could handle the specifics. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, that the Board authorize <br />staff and the County Attorney to negotiate with Dr. <br />Walker and his attorney and bring back an agreement <br />that resolves the matters discussed today. <br />Under discussion, Attorney Vitunac asked why St. Lucie <br />County put this off, and Dr. Walker answered that they are <br />insisting that he enter into the lease agreement with the college <br />not the county. They also want their County Finance Director to <br />have access to all records and he advised that these two items <br />have been included in the contract. With respect to finances, he <br />believed that his office undergoes the same type of audit as that <br />of the State Attorney's office. <br />Attorney Bernhardt said he intended to include language in <br />the contract whereby the County could have access to request a <br />private audit. <br />Attorney Vitunac understood then that the Board's direction <br />is for him to negotiate the question of whether the contract will <br />be between the County and Dr. Walker or the County and the <br />community college. <br />78 <br />SEP 1 1985 BOOK <br />ib ft�uC+: <br />
