SEP 25 1985 <br />DESCRIPTION AND CONDITIONS: <br />BOOK 9 FAG g LY <br />Section 25(A).4. of the Zoning Code establishes regulations and <br />provisions governing the planned residential development (PRD) <br />review and approval procedures. Under the regulations, PRD <br />proposals must be granted the following approvals: <br />1) PRD special exception approval, <br />2) Preliminary PRD Plan (site plan and preliminary plat) <br />approval, <br />3) Land development permit, and <br />4) Final PRD Plan (final plat) approval. <br />The PRD ordinance encourages the concurrent review and <br />consideration of the first two steps. The applicant, Planned <br />Development Corporation, Bob McKnight, Sr. Vice President, is <br />seeking approval of the first two steps and has submitted plans <br />for special exception approval as well as a preliminary PRD <br />plan. <br />At their regular meeting of August 22, 1985, the Planning and <br />Zoning Commission voted to recommend that the Board of County <br />Commissioners grant PRD special exception approval to the 60 <br />Oaks project. The Commission also voted to approve the <br />submitted preliminary PRD plan, subject to the Board granting <br />PRD special exception approval to the project. Therefore, if <br />the Board grants PRD special exception approval, the 60 Oaks <br />- preliminary PRD plan will be automatically approved. <br />Planned Development Corporation is now requesting that the Board <br />grant PRD special exception approval to the 60 Oaks project. <br />ALTERNATIVES AND ANALYSIS: <br />The °60 Oaks project is located on the south side of State Road <br />60, approximately } mile west of 58th Avenue (King's Highway). <br />The PRD is to consist of 60 attached single family units. <br />Individual lots and units (each unit/sharing a common wall with <br />the adjacent unit) will be privately owned and maintained. The <br />proposed street, Sixty Oaks Lane, and the two stormwater <br />management tracts are to be owned and maintained by a property <br />owners association. <br />The following is an analysis of the 60 Oaks project, based on <br />the submitted and conditionally approved preliminary PRD plan. <br />1) Size of Property: 10.0 acres <br />2) Zoning Classification: RM -6, Residential Multi -family up <br />to 6 units/acre <br />3) Land Use Designation: LD -2, Low Density Residential <br />4) Proposed Building Density: 6.0 units/acre <br />5) Surrounding Land Uses: <br />North: State Road 60, single family subdivision (RS -6) <br />South: Indian River Community College campus (A) <br />East: groves, single family residence (A) <br />West: single family residences (RS -6) <br />6) Landscaping and Buffering: The site plan is in conformance <br />with the landscape ordinance (84-47). The perimeter (rear <br />yard) building setbacks range from 25' to 451. Existing <br />trees are located within the perimeter area; 3' high <br />evergreen hedges are to be provided in perimeter areas <br />where trees are to be removed. <br />33 <br />
