� ® r <br />the paving and engineering of the road as a secondary collector <br />between Lateral E and the FEC railroad crossing. <br />Planner Boling noted that the first condition that they have <br />recommended be attached to the approval has been satisfied in <br />that the property has been rezoned to RM -4. <br />Director Keating advised that golf is a special exception <br />use in this district, and that is why it is coming to the Board. <br />This is conceptual, and the applicants already have submitted a <br />more formal site plan, which will not come back to the Board. <br />Commissioner Bird informed the Board that he and Mr. Briggs <br />have had some conversations about the fact that their proposed <br />golf course and the County's are in the same area. He believed <br />these courses can complement each other in many ways; both have <br />great architects and similar property, and if it is possible to <br />work together, there may be some possibility of saving money for <br />each because they are on parallel construction schedules. <br />Commissioner Wodtke commented on the statement that the <br />applicant proposes to connect to the water and wastewater plant <br />at Bent Pines. <br />Commissioner Scurlock reported that we have had ongoing dis- <br />cussions with Florida Land, and they would prefer not being in <br />the utility business. There also has been discussion as to <br />whether or not the County would prefer to acquire that system or <br />phase it out completely and take it to the new Gifford system <br />when it is constructed. Our agreement with Florida Land totally <br />expires at the end of the seventh year, and we have the right to <br />take over or the right to do nothing and let them continue to <br />operate, but the franchise has to be renegotiated in any event. <br />Commissioner Wodtke referred back to the road situation, <br />noting that while we have required donations of right-of-way from <br />some areas, we purchased the right-of-way for Storm Grove Road, <br />and he believed some kind of a rebate or contribution would be <br />only fair. <br />37 <br />�� 2 BOOK '62 PAGE 327 <br />5 <br />
