* United Way Board Member - Liason Hospice/Gifford Middle Seven School Advisory Committee/ <br />Chamber of Commerce/Optimist Club Board Member/Association for Retarded Citizens, Past <br />Board Member <br />Elks Club, American Legion, Exchange Club of Vero Beach past & chartered member.#. <br />Mr. Righton assured the Board that his intentions were <br />honorable and further noted that someone else cleared the other <br />three lots and there was one pine which something had to be dd'ne <br />with because its roots had been cut. He stressed the security <br />problems in this area and submitted pictures of businesses in the <br />area which are surrounded by barbed wire fences. He preferred <br />not .to have to resort to this as he felt it detracts from the <br />appearance of the area. <br />Mike Jaholkowski, who did the land clearing for Mr. Righton, <br />informed the Board that he has been in the land clearing business <br />for nine years, and he was not aware of the county ordinance. He <br />noted that even though they did not have a city license, the City <br />of Vero Beach sent them a copy of their ordinance, and they have <br />been complying with it. He further noted that one oak tree could <br />not be saved because it was surrounded by the pine tree roots. <br />Chairman Lyons expressed amazement that Mr. Jaholkowski <br />could have been in the land clearing business that many years and <br />not been aware that he needed a permit. <br />Environmental Planner Challacombe informed the Board that a <br />synopsis of the ordinance and copies of permit applications were <br />sent to all the land clearers listed in the yellow pages. <br />Mr. Jaholkowski stated that he did not advertise. <br />Commissioner Wodtke believed that staff should have checked <br />the occupational licenses rather than the yellow pages and <br />suggested that staff go to the Tax Collector's office to check up <br />on such licenses and contact all those people, using the money <br />obtained from these fines. <br />Commissioner Scurlock suggested levying a fine of $500 and <br />explained his reasoning to reach this figure was that it now <br />45 <br />BOOK PAGE -1135 <br />OCT 2 1995 <br />I <br />
