Section <br />The organizational level having responsibility for a major functional area of <br />incident management, e.g., Operations, Planning, Logistics, <br />Finance/Administration, and Intelligence (if established). The section is <br />organizationally situated between the branch and the Incident Command. <br />Site Safety Plan <br />An Emergency Response Plan describing the general safety procedures to be <br />followed at an incident involving hazardous materials. This plan should be prepared <br />in accordance with 29 CFR 1920.120 and the U.S. Environmental Protection <br />Agency's "Standard Operating Safety Guides for Environmental Incidents (1984)." <br />Span of Control <br />The number of individuals a supervisor is responsible for, usually expressed as the <br />ratio of supervisors to individuals. (Under the NIMS, an appropriate span of control <br />is between 1:3 and 1:7.) <br />Staging Area <br />Location established where resources can be placed while awaiting a tactical <br />assignment. The Operations Section manages Staging Areas. <br />State Emergency Response Commission (SERC) <br />Commission appointed by each State governor according to the requirements of <br />Title III of SARA; duties of the commission include designating emergency planning <br />districts, appointing Local Emergency Planning Committees (LEPC), supervising <br />and coordinating the activities of planning committees, reviewing emergency plans, <br />receiving chemical release notifications, and establishing procedures for receiving <br />and processing requests from the public for information. <br />Strategic <br />Strategic elements of incident management are characterized by continuous <br />long-term, high-level planning by organizations headed by elected or other senior <br />officials. These elements involve the adoption of long-range goals and objectives, <br />the setting of priorities; the establishment of budgets and other fiscal decisions, <br />policy development, and the application of measures of performance or <br />effectiveness. <br />
