6.3.1 Emergency Operations Center <br />The media center of the Emergency Operations Center has <br />been identified as the location for the mass media to gather. <br />This site has also been designated as a potential area for <br />the establishment of a local Citizens Information Center <br />(CIC) and a Joint Information Center (JIC). Regularly <br />scheduled press conferences will be established during an <br />event. This area will serve as the focal point for news and <br />information releases during an emergency. From this <br />location, public information staff (including technical experts <br />from the facility, state and county) will provide news <br />releases. A spokesperson from each organization will <br />conduct periodic press conferences as conditions warrant. <br />The Indian River County Department of Emergency Services <br />PIO will be responsible for the overall management and <br />coordination of media activities and will assure adequate <br />physical accommodations (including space and equipment), <br />schedules for briefings, provision of background information <br />(including press kits), notice of events such as evacuations <br />or other noteworthy occurrences, security (to include <br />identification procedures), and periodic update releases to <br />wire services. <br />6.3.2 DEM Press Room <br />The DEM Press Room is located adjacent to the State <br />Emergency Operations Center in Tallahassee and serves as <br />the primary location for news and information releases with <br />regard to emergency actions taken by the state agencies. <br />The DEM Press Room will be activated upon the arrival of <br />the State PIO and will provide telephones, typewriters, and <br />copying equipment for up to twenty-five media <br />representatives. <br />6.4 COORDINATION OF MEDIA RELEASES <br />As stated above, the Indian River County EOC (designated press area) is <br />the focal point for news releases during a hazardous materials incident. <br />The dissemination of information to the news media and public will be <br />coordinated by the PIOs from the county, facility and state.
