OF UTILITY SERVICES PR POSED <br />ENGINEERING SCOPE AND BUDGET <br />FOR <br />WABASSO BRIDGES HANGING REUSE MAIN CROSSINGS <br />INSPECTION, SURVEYING, AND REPORTING SERVICES <br />November 17, 2015 <br />PROJECT SCOPE, PARAGRAPHS A THROUGH H <br />A. Inspection Scaffold - Design, bid and have new inspection scaffold manufactured <br />specifically for newly constructed bridge railings. At the termination of this project, the Owner <br />may, if desired, claim ownership of the newly manufactured scaffold upon execution of a release of <br />liability. The scaffold may then be used for subsequent inspections on the Bridges. Design of the <br />Scaffold is included as "Attachment No. 1". Quotes for the Scaffold and Scaffold Platforms are on <br />Pages 12 and 13 of "Attachment No. 2". <br />B. Survey Crew (3 man) - Using tape measure and temporary grease pencil , the crew shall <br />layout stationing on each bridge wall for the 3,400 E linear feet. The crew shall also be used to <br />transport and assist with the scaffold: installation; relocation; and removal. <br />C. FDOT MOT Plans and Permitting - CAI shall prepare and obtain a FDOT, District 4, <br />General Use Permit for the Field Inspection Work and the Maintenance of Traffic (MOT) Plans. <br />D. Field Maintenance of Traffic - The CAI Inspection method anticipates no lane closures <br />for the Survey or Inspection Services. All Inspection and Survey work, except surveying on the <br />causeway bridge, shall be behind existing constructed barriers. CAI shall stagger the causeway <br />surveying to limit exposure to less than 60 minutes at a time. These measures will reduce the <br />signage requirements and project costs. Temporary MOT signage shall be provided, installed and <br />removed each day while personnel and equipment are on the Bridges. <br />E. Pipeline Inspection - The entire existing exposed length of both 12 -inch diameter Reuse <br />Main pipes (approximately 3,400 linear feet each) shall be visually inspected, with pictures and <br />notes taken of abnormal exterior wear and/or significant lengths of routine excessive wear. Pictures <br />shall be related to the surveyed stationing. Additional inspection using ball -peen hammer for <br />soundness and electronic coating thickness tester shall be utilized. In addition, the inspection shall <br />include the tapping of each Main at two locations to produce "coupons" of the metal sidewall <br />profile. Locations shall be coordinated with the Owner and taken as close to the top of pipe as can <br />be conducted with the tapping equipment. We have made arrangements with Mr. Rick Sheltra of <br />PRP Construction (license GC1510570) to supply the tapping materials and equipment needed to <br />obtain the "coupons". A quote for, the Tapping Supplies and Services is on Page 14. <br />F. Pre -Report Meeting — Upon engineering review of the field data, conducting <br />alternatives analysis and preparing suggested conclusions, this material shall be presented to the <br />Indian River County Department of Utility Services in raw data and calculations. CAIshall attend <br />a review meeting •to discuss the raw data, calculations and conclusions with the Department <br />representatives. Questions regarding any of these topics shall be discussed and if not resolved atthe <br />meeting shall be clarified prior to Final Report production.
