Transportation System <br />BOOK 62 fvA f 419 <br />The subject property has direct access to Oslo Road (classified as an <br />arterial street on the Thoroughfare Plan). The maximum development of <br />the subject property under CH zoning could attract up to 113 average <br />annual daily trips (AADT). <br />Environment <br />The subject property is not designated as environmentally sensitive <br />nor is it in a flood -prone area. <br />TTi- i l ; +-; <br />A County watermain runs along the north side of Oslo Road. County <br />wastewater -facilities are not available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning'Com- <br />mission's recommendation, staff recommends that the south 100 feet of <br />the subject property be redesignated from.LD-2 to MXD and that the <br />subject property be rezoned from C-1 to CH, Heavy Commercial District. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard. <br />Joe Collins, Attorney representing Sexton Groves, noted that <br />J. B. Egan is present this morning to answer any questions. <br />Attorney Collins explained this property is no longer appropriate <br />for a grove service, and Sexton Groves desires to relocate its <br />service area out west of town nearer to its groves and change the <br />use of the subject property from industrial to heavy commercial, <br />which would be more compatible with the area. The request for <br />heavy commercial is made to accommodate mini -storage, which <br />cannot be done in commercial areas. The grove service is <br />presently using approximately 600 feet of commercial, and when <br />they came in for a request for commercial for the north 1200 feet <br />of property, staff came out with a negative recommendation. <br />After discussing this with staff, the applicant felt they could <br />live with 400 feet, and staff felt that was consistent as the 400 <br />feet is being used for heavy commercial presently, probably a <br />heavier commercial than what they are planning. He pointed out <br />that any change in use must meet site plan, landscaping and <br />parking requirements and that Oslo Road is going to be a major <br />arterial in the future. He believed the net effect of the <br />rezoning to a more compatible use will substantially upgrade that <br />area and be a benefit to the community. <br />28 <br />M M <br />
