The developer estimates that 560 construction jobs will be <br />created and 1,574 permanent year-round and seasonal jobs will <br />be created as a result of the project. <br />ALTERNATIVES AND ANALYSIS: <br />°GENERAL APPROACH OF THE PROPOSED DEVELOPMENT ORDER <br />Although much information has been provided in the ADA, more <br />detailed information, revised plans and re -designing are needed <br />to ensure that the negative impacts of the project will be <br />minimized and positive impacts of the development will be <br />maximized. The amount of re -designing and subsequent design <br />approval that is needed is reflected in the number of Treasure <br />Coast Regional Planning Council recommendations. Also, because <br />of the size of the proposed project, many traffic and utility <br />improvements will be needed during the construc-tion of the <br />project. The proposed development order details the need for <br />further design and re -design work and approval. <br />The proposed order has also been drafted to specifically tie <br />most conditions to a particular and definable step in the <br />County's development approval process. In doing this, it is <br />recognized that the project is to be viewed as a whole. Thus, <br />the important environmental and mitigation issues and <br />conditions that immediately affect the eastern, river portion <br />of the project, are tied to activities and development of the <br />entire site. This will ensure that the portions of the project <br />that are more easily or readily developable will not be allowed <br />to be developed before the more sensitive areas of the project <br />are designed, approved, and in some cases developed as to <br />mitigate the negative regional and local impacts identified in <br />the Planning Council's report and recommendations. <br />°THE PROPOSED DEVELOPMENT ORDER <br />A copy of the recommended development.order is attached to this <br />memorandum. As proposed, the development order will meet the <br />requirements of F.S. 380.06. The order would be effective for <br />a period of 20 years, but it would lapse if construction was <br />not initiated within three years of the effective date. The <br />following is a synopsis and explanation of the various <br />categories of the order. <br />Transfer of Approval <br />This section would ensure that the project as a whole would <br />remain unified as to the commitments, conditions and <br />obligations of the'development order in the event that portions <br />were sold -off. This transfer of approval provision is similar <br />to the transfer provision contained in the County's Subdivision <br />and Platting Ordinance. <br />Air <br />These conditions and the application of the County's Tree <br />Protection Ordinance (includes provisions for wind erosion <br />control) will address dust problems that may arise during _ <br />construction. These conditions will be part of the land <br />clearing and tree removal permits that the Planning department <br />issues prior to development. <br />Historic and Archaeological Sites <br />This section's condition encourages the developer to, upon <br />discovery of artifacts, contact the State to arrange for <br />preservation of such artifacts. <br />93 <br />OCT 2 3 19 5 BoaK 62 PAGE 55-2 <br />
