Water Supply and Wastewater <br />The Utilities Services Division has reviewed and approved the <br />water supply conditions. These conditions ensure that the <br />county water system will be expanded by the developer (with <br />credit given for "over -sizing" the system) to serve the site. <br />The wastewater conditions ensure that proper sewer service is <br />provided and that the developer expand or create County <br />wastewater facilities and connect such facilities to the site. <br />The developer shall also construct the lines and facilities <br />needed to transport wastewater effluent to the site for spray <br />irrigation. The use of a temporary wastewater treatment <br />facility is restricted. <br />Disaster Preparedness <br />The Emergency Management Services Division has reviewed the <br />conditions to provide emergency shelter space and has indicated <br />the provisions will be adequate. <br />Energy <br />This condition shall be implemented in the site plan process to <br />ensure the use of energy conservation measures. <br />Transportation <br />The Public Works Division, in conjunction with the Kimley-Horn <br />consultants, Regional Planning Council staff, and the <br />developer's consultants have reviewed and agreed to the <br />transportation conditions. All conditions are tied to specific <br />requirements that will be applied during the development review <br />process. Monitoring will be facilitated via information <br />required in the annual report. <br />Education, Police Protection, Fire Protection <br />The project shall consist of higher priced residential units, <br />commercial and office development. The assessed value and ad <br />valorem taxes that will be payed as a result of the project <br />should off -set the cost of impacts that the project will have <br />on local schools, fire protection, and police protection. The <br />number of school age children that has been estimated to reside <br />in the project at build -out is minimal and would not require <br />the building of additional facilities. The project's <br />contribution to the school district via ad valorem taxes should <br />pay for 4 times the number of school age children estimated to <br />-'—`-"`be added to the system due to this project. A provision in the <br />development order gives the County the right -to apply future <br />education, police protection, or fire protection impact fees to <br />the project. <br />The project's estimated annual contribution to the South County <br />Fire District through ad valorem taxes is $906,000 (in 1983 <br />dollars) at build -out. Fire Chief Forrest Smith has indicated <br />that the taxes, as well as the application of any future fire <br />protection impact fee, would more than off -set facilities, <br />equipment, and manpower needed to service the project.
