OCT 2 3 1985 ao� 62. �Av�55 <br />Economy and Fiscal Impact <br />The inclusion of economic information in the annual report <br />should aid the County on monitoring actual 'positive and <br />negative fiscal and economic impacts. <br />The remaining portions of the order are provided to fulfill <br />requirements of F.S. 380.06. The Planning and Development <br />Director has the primary responsibility for monitoring the <br />pr--iect's progress and conformance to the conditions. <br />HENDATION: <br />zecommends that the Board of County Commissioners adopt <br />_.e proposed development order. <br />Commissioner Scurlock stated that he wished discussion about <br />the flow sheet and list of who is going to do what, time frames, <br />etc., re the sixty conditions. <br />Chairman Lyons believed all these things can be taken care <br />of with the addition of one sentence at the end of Condition 8 - <br />Habitat, Vegetation and Wildlife on Page 4 of the proposed <br />Resolution establishing the Development Order, which covers the <br />mitigation plan, i.e.: "No site plans shall be approved until the <br />requirements of this section have been met." <br />Commissioner Scurlock wished to be sure that with all the <br />various agencies involved in the permitting process, that their <br />input and requests are brought to the attention of the Board <br />rather than only staff having input. He noted that previously <br />these permits never came to us; now they are brought to the <br />Commission and he would like to see this same procedure followed <br />so that we don't suddenly just get a notice from some agency <br />saying we have only 30 days to respond. <br />Administrator Wright assured him that all this will be <br />brought to the Board's attention. <br />Director Keating explained that this development plan has <br />got to be.submitted before the County considers the conceptual <br />PRD which also must have a public hearing. <br />It was decided to go through the proposed Resolution re the <br />Development Order page by page. <br />Chairman Lyons referred to the language in the second line <br />at the top of the second page referring to "requirements," and he <br />96 <br />
