asked if this meant housing requirements. Planner Boling <br />explained that it referred to Development Order requirements. <br />Commissioner Scurlock questioned the terms used re <br />commencement of development within three years, and Planner <br />Boling believed that the second paragraph in that section <br />explains this where it refers to "permanent evidence of a <br />structure other than a mobile home on the site." <br />Commissioner Scurlock, however, wished to know if this <br />refers to roads or buildings as he felt it could be construed <br />that roads, water and sewer, etc., just the infrastructure, would <br />be an indication of construction. He felt this is just like the <br />Sea Oaks situation. <br />Attorney Henderson stated that they are satisfied with the <br />last clause in Condition 2, and he believed "work beyond the <br />stage of excavation" would include roads. <br />Mr. Carey believed it will take a couple of years just to <br />get permits for this project because it is so complex; the <br />Council wants <br />it to <br />get moving and felt <br />if <br />they <br />put in paved <br />roads and make <br />real <br />improvements other <br />than <br />just <br />clearing, it <br />would be satisfactory. <br />Commissioner Scurlock asked if they ran just one road back <br />to the harbor area, would that qualify, and Mr. Carey did not <br />think it would. He agreed possibly this may need more <br />clarification. <br />Director Keating noted that in our current Site Plan <br />Ordinance, Section 23 of the Zoning Code, one additional caveat <br />is evidencing a good faith effort to pursue to completion. <br />Discussion continued at length about identifying what is <br />sufficient, and Administrator Wright asked if there is not <br />something that requires the construction be "continuous," and <br />Director Keating stated that applies once the project is <br />commenced; this is to,determine when it is started. <br />Attorney Vitunac felt wording requiring "a good faith <br />97 <br />
