� r r <br />than willing to make a cash contribution in lieu of building a <br />shelter. <br />The developer Richard Schaub stated that he would hate to <br />build something and then give a cash contribution also, and <br />Attorney Vitunac suggested the following words be added to the <br />first sentence in Condition 43 - "or shall provide an equivalent <br />in cash contribution." <br />It was agreed to include the language suggested by Attorney <br />Vitunac. <br />Commissioner Scurlock next addressed the Transportation <br />Section, commenting that he has been extensively involved with <br />transportation. It is an area that needs particular attention <br />because the impact is substantial and involves phasing. The key <br />basically is the U.S.I corridor, and they have identified the <br />necessity of building Indian River Boulevard and the main <br />intersection is 53rd Street. <br />Commissioner Bird asked what contribution the developer is <br />making toward construction of Indian River Boulevard. <br />Public Works Director Davis explained that he would be <br />making the impact fee contribution as it relates to the impact <br />fee zone he is in. When he comes to the end of Phase I, if there <br />are not enough impact fees in the account for that zone to build <br />the Boulevard, then he would have to build the Boulevard as a two <br />lane facility as a minimum because his project only demands two <br />lanes of roadway capacity for that next phase. He would either <br />have to pay the premium of accelerating that road project or <br />wait. The right-of-way is included in the impact fee capital <br />improvement program, and the developer would get credit for his <br />donation of right-of-way. <br />Commissioner Bird commented that it seems the developer <br />doesn't really need the Boulevard to a great degree to develop <br />his project because hi.s main entrance road looks as if it goes <br />under the Boulevard. <br />101 <br />OCT 423 1985 BOOK 62 PAGE 560 <br />
