OCT <br />2 3 <br />1995 <br />BOOK <br />62 <br />Fac 561 <br />Director Davis <br />stated that the developer will have <br />a <br />connection to the Boulevard because he will need the Boulevard <br />when a certain number of trips are generated for the project; <br />what goes under the Boulevard is a golf cart tunnel. <br />Commissioner Scurlock noted that basically the project <br />stresses U.S.I and the only alternate route feasible is Indian <br />River Boulevard. Whether the developer uses it or not, he has to <br />lighten the load. <br />Commissioner Wodtke brought up Condition 53 in regard to <br />receiving building permits and stated he would assume this means <br />that Indian River Boulevard would have to connect all the way to <br />current Indian River Boulevard; this was confirmed. <br />Commissioner Wodtke noted that the Boulevard at one time was <br />thought of as a two lane road, and he asked if we have made an <br />area that is two lane in a four lane road. <br />Commissioner Scurlock believed when we build Indian River <br />Boulevard, we will build it as four lane. <br />Planner Boling noted that under Condition 56 re construction <br />of entrance intersections, they need to make a further condition <br />about the signalization. <br />Director Davis advised that since that signal is warranted <br />by the project and we now are going with a split "T" intersection <br />rather than one four-way intersection, they wanted to insert <br />wording requiring that the developer would fund the signalization <br />as well as yearly maintenance and synchronization of that signal <br />to the other signals on U.S.I to have an integrated system on the <br />corridor. This wording should be added under 56 (a) where it <br />talks about westbound movement: "The developer shall fund the <br />cost of signalization construction, maintenance, and all <br />operational cost involved with the signalization." <br />This was agreed upon. <br />Commissioner Bird stated that under Condition 63 entitled <br />Education, Police_ Protection, Fire Protection, he would like to <br />add "Recreation."
