M M <br />size there will be children involved, as well as young working <br />adults; it will have an impact on recreation demands in the <br />county; and he felt there should be some ability for some <br />contributions to offset this impact. <br />Commissioner Scurlock agreed that the project.wi.11 have <br />impact on the beaches, and we need money for development of the <br />beaches we have acquired. <br />Commissioner Bird believed the project is going to have a <br />private beach club, but undoubtedly some will use the public <br />beaches. He did not have a figure in mind nor the exact <br />mechanism, but agreed we will need assistance in developing our <br />beachfront property. <br />Planner Boling informed the Board that one of the things we <br />have to address when they come in with the conceptual PRD is the <br />public water access requirement that we have in the Subdivision <br />and Site Plan Ordinances where for every 600 lineal feet of <br />shoreline they are to provide 15' access easement to the public <br />or contribute the fair market value of that easement. Grand <br />Harbor has got quite a.bit of shoreline, and what staff came up <br />with essentially was an easement 180' wide or its fair market <br />value. <br />Commissioner Scurlock asked if the money could be used for <br />development as opposed to acquisition, and Planner Boling stated <br />it would be in the Park Development fund. <br />It was agreed to add Recreation to the title and in Condi- <br />tion 63 change the wording to "contributing towards school, <br />police protection, fire protection or recreation impact fees <br />subsequently adopted by the County....." <br />Sam Hunter of the Indian River County School Board pointed <br />out that the document says the assessed value of ad valorem taxes <br />should offset the impact on the local schools.
