To accommodate the budding population, they will be <br />opening a school in Sebastian in November and next year will be <br />expanding three schools and after that two additional schools, <br />all of which are elementary schools. These are all kids born <br />here in the county, and they do not feel the proposed project is <br />going to be excluded from the realm of producing kids for the <br />school system. Mr. Hunter believed it also is anticipated the <br />project will create 300 additional jobs and those people will not <br />be living in the complex, but close to it. Therefore, the School <br />Board last night wanted representation at this meeting for the <br />sole purpose of reading into the record its desire to see that <br />the County Commission does something about seeing to it that the <br />School Board receives compensation of some sort for the financial <br />impact of this development. <br />Commissioner Scurlock advised that the School Board attorney <br />has been in contact with Attorney Vitunac and himself and <br />discussion did come up about a possible education impact.fee. <br />Commissioner Scurlock felt if such a fee were implemented, it <br />would have to be under the County since the School Board doesn't <br />have that authority. <br />Commissioner Wodtke noted that on Page 18 (3) the developer <br />is required to make an annual report, but he would hope that <br />where we might have some concerns on the Development Order, there <br />would be a requirement for us to get a report either annually or <br />bi-annually to make sure they address every issue. <br />Commissioner Scurlock hoped that if we are going to be <br />required to analyze the annual report, we receive a sufficient <br />fee to cover the work required. He believed there has been a <br />great deal of stress on the Planning Department because this is a <br />major project, and there are many other things going on in the <br />county as well. <br />Commissioner Bird felt we can adopt such a fee structure, <br />and Director Keating concurred that this was a good idea. <br />104 <br />
