PERMIT APPLICATIONS <br />FROM: StaffdPlannerl9Mp REFERENCES: <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting on October 23, 1985. <br />DEPARTMENT OF ENVIRONMENTAL REGULATION APPLICATION FILE NO. - <br />31 -110329-4 <br />APPLICANT: Moorings Development Co. <br />2125 Windward Way <br />Vero Beach, Florida 32963 <br />WATERWAY & LOCATION: The project is located in the Indian - <br />River adjacent to Mooringline Drive in Section 28, Township 33 <br />South, Range 40 East, Indian River County, Florida. <br />The upland property associated with the project is located at <br />1895 Mooringline Drive, Vero Beach, Florida. <br />WORK & PURPOSE: The applicant proposes to construct a 31 slip <br />docking facility. The proposed work involves the construction <br />of four separate docks extending waterward of the adjacent <br />river bank at various lengths: two docks extending 100 feet <br />waterward; the third dock extending 75 feet waterward; and the <br />fourth extending 25 feet waterward. The four main docks will <br />have a combined total of 15 "finger docks" extending parallel <br />to the shore, varying in length from 50 feet to 25 feet. No <br />dredging or filling will be performed. No sewage pump -out or <br />fueling facilities are proposed. The purpose of the project is <br />to provide docking facilities for "The Pointes" condominium <br />complex, a private residential development. <br />DESCRIPTION & CONDITIONS: <br />The project site is located entirely on privately owned <br />bottomlands, adjacent to existing docks in Moorings Bay; the <br />bottomlands have already been impacted due to previous <br />dredging operations. <br />The approved site plan (NO. #IRC -8I -SP -110) for "The Pointes" <br />condominium complex depicts a marina facility consisting of 56 <br />boat slips, distributed among 5 separate main docks. The <br />proposed 31 slip docking facility is a substantial reduction in <br />the number of boat slips approved on the site plan. <br />ALTERNATIVE & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zone Management <br />the Indian River Comprehensive Plan <br />Coastal Zone Management, Interim Goals, Ob <br />Policies for the Treasure Coast Region <br />13 <br />OCT 2 3 905 BOOK <br />Element of <br />ectives & <br />62 ���� <br />
