Commissioner Scurlock noted that the individual who reported <br />these problems to him was told not to talk to anybody, but he did <br />tell him and he got fired. <br />Commissioner Bird inquired how our representative on the job <br />is paid, and Commissioner Scurlock stated that we put -in $38,000 <br />as part of the architect's contract; the architect pays him <br />directly, and he works for and reports to them. <br />Administrator Wright confirmed that he does not work for us, <br />but we select him jointly. <br />Commissioner Scurlock believed we pursued this arrangement <br />because of legal ramifications pointed out to us by former County <br />Attorney Gary Brandenburg. <br />Commissioner Wodtke continued to discuss the importance of <br />proper documentation, especially if our staff authorizes <br />anything, and Administrator Wright stated that the only things <br />staff would authorize would be very minor items, such as running <br />extra conduit, painting or not painting the floor, and things of <br />like nature, and all these items will be brought back to the <br />Board in a cumulative Change Order. <br />Commissioner Scurlock believed there have been some design <br />changes recommended to the architect that they are pursuing in <br />regard to expanding the visitation area, and he did not believe <br />the Commission knows anything about it. <br />Administrator Wright stated that staff is bringing that to <br />the Board, which is normal procedure, and this will not be done <br />until the Board agrees to it. <br />Mr. Bail suggested that there be a meeting after the Board <br />meeting is adjourned in regard to having a Board member meet with <br />them either monthly or bi-monthly to review all the details. <br />Commissioner Bird inquired what is taking place with regard <br />to replacing Mr. Stough, our project representative, and Mr. Bail <br />answered that they are in the process of checking out a man. <br />Administrator Wright again emphasized that this man must <br />have joint approval, the Board's and the architect's.
