M M <br />Transportation System <br />The subject property has direct access to U.S. 1 (classified as <br />an arterial street on the County's Thoroughfare Plan). In <br />addition, the subject property includes the North Indian River <br />Boulevard Corridor (which is also classified as an arterial <br />street). The maximum development of the 675 acre Grand Harbor <br />site based on the Comprehensive Plan amendments and rezonings <br />could generate and attract up to 50,300 Average Annual Daily <br />Trips. Grand Harbor will be developed in two phases -with 29,800 <br />AADT expected at the completion of phase 1. Based on the total <br />trips expected as a result of the project, phase 2 will not <br />commence until Indian River Boulevard has been constructed. <br />Environment <br />Approximately 80.11 acres of the subject property is designated <br />as environmentally sensitive. In addition, approximately the <br />east half of the Grand Harbor site is located in an A9 flood zone <br />(elevations 5' & 6'), indicating an area within the 100 year <br />floodplain. <br />Utilities <br />County water and wastewater facilities are not currently avail- <br />able for the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendations, staff recommends that the Compre- <br />hensive Plan be amended by: <br />1) Enlarging the commercial/industrial node located east of <br />U.S. 1 between North Gifford and South Gifford Roads from <br />50 acres to 85 acres; <br />�, 2) Creating a 65 acre tourist/ commercial node on the west <br />side of the Indian River at the approximate intersection <br />of 49th Street; and <br />3) Reducing the size of the Storm Grove Road and U.S. 1 <br />commercial node from 80 acres to 10 acres. <br />Based on these recommendations, and the Planning and Zoning <br />Commission's recommendation, staff recommends that the following <br />rezoning requests be approved: <br />1) Request to rezone approximately 235 acres from C-lA, <br />RS -1, and RS -6 to RM -6; <br />2) Request to rezone 19.29 acres from C-lA and RM -6 to CL; <br />3) Request to rezone 60.73 acres from RS -1, RS -6, and RM -6 <br />to CG; <br />4) Request to rezone 28.38 acres from C-lA and RM -6 to CG; <br />and <br />5) Request to rezone 3.25 acres from RM -6 to CG. <br />Chief Planner Shearer advised that zoning request #1 (235 <br />acres) is the residential, golf course, and tennis club part of <br />the development; #2 (19.29 acres) is for the office part of the <br />53 <br />OCT 2 3 1985 BOOK 82 FaG.E 502 <br />
