V <br />l <br />BOOK 62 FAE 626 <br />Commissioner Bird anticipated that many people up and <br />down the street would say that they did not have any <br />problems until that development or project was built at the <br />end of their street. <br />Commissioner Scurlock suggested modeling the assessment <br />fund program similar to the SR -60 special assessment for <br />water and sewer and set it for over 10 or 20 years. The <br />County would bond it, get the money up and go out and get <br />the improvements in place. This would provide individuals <br />the ability to pay for it over a period of time. He <br />believed that would be the easiest way to do it. It works, <br />and it's painless. The idea would be to structure it <br />probably in the range of $3-5 million issues, most of which <br />probably could be sold locally. <br />Director Davis understood that basically we are talking <br />about 100% assessment. <br />Chairman Lyons asked the Board if they were in <br />agreement on asking staff to come back with a new formula on <br />forced paving assessment and tying it into trip generation. <br />The Board indicated their agreement. <br />There being no further business, on Motion duly made <br />and seconded, the Board unanimously adjourned at 12:00 noon. <br />ATTEST: <br />Clerk <br />40 <br />I <br />
