BOOK <br />WT 31 19�� 62 PAGE592 <br />Considerable discussion took place on how to stop water <br />runoff on the 50 -ft lots in Oslo Park, and Director Davis <br />believed it could be done by channeling stormwater to the <br />front or the back of the lot. Another alternative would be <br />to install gutters and downspouts to channel roof runoff <br />down into a small rock drain field if the soils are <br />suitable. Where there is poor soil, however, there is the <br />condition of a high wet season ground water table. Because <br />the ground water table is perched and cannot penetrate the <br />poor soil, a home builder would have to go to some <br />structural means to pipe the stormwater runoff to a front or <br />back swale; however, some of the older subdivisions with <br />metes and bounds type parcels have no back lot easements. <br />Director Davis felt that in some cases, we are between a <br />rock and a hard spot, but in other instances, it can be done <br />easily -- it is just a little more expensive. <br />Commissioner Wodtke felt that while the proposed <br />ordinance is a positive step, Section 25.S would give us <br />more than we want. He suggested striking the first <br />paragraph and rewording it so that it would give the <br />flexibility for a joint swale between houses. However, if <br />one neighbor is below A he level of the road, it would give <br />staff the opportunity to come up with the best viable <br />alternative under the circumstances for the management of <br />that system. He did not know if we could have a set policy <br />that would be so cut and dried that it would be applicable <br />to every site. It could be that the final plan might have <br />some negative effect on adjacent property, but it certainly <br />would have less effect than some of the things that we are <br />seeing presently. <br />Mr. Galanis stressed that we are dealing with a complex <br />situation, particularly down in Oslo Park. <br />Commissioner Bird was concerned about how involved and <br />how costly it would be for an individual home builder to <br />6 <br />
