RESOLUTION NO. 98- �q <br /> A RESOLUTION OF THE BOARD OF COUNTY <br /> COMMISSIONERS OF INDIAN RIVER COUNTY, <br /> FLORIDA, URGING THE MUNICIPALITIES AND <br /> SPECIAL DISTRICTS IN THE COUNTY TO <br /> SUPPORT, ACTIVELY MONITOR AND <br /> PARTICIPATE IN THE WORK OF THE COMMISSION <br /> ON LOCAL GOVERNMENT II. <br /> WHEREAS, the unprecedented growth of Florida has caused a great <br /> demand for services to be performed by county governments; and <br /> WHEREAS, there exists overlapping jurisdiction responsibility <br /> and duplication of cost for services and function among state <br /> government and county, municipal, and special district governments; <br /> and <br /> WHEREAS, the United States Congress has significantly <br /> restructured the role of the Federal Government as an <br /> intergovernmental partner eliminating, consolidating, and devolving <br /> many federal programs to state, county and municipal governments; <br /> and <br /> WHEREAS, greater clarity concerning the financing, authority, <br /> and responsibilities of counties, municipalities, and special districts <br /> will reduce overlapping and duplication of services and functions and <br /> assure the efficient delivery of services to citizens of the County; <br /> and <br /> WHEREAS, the Legislature and the Constitution Revision <br /> Commission should have the benefit of a comprehensive study of local <br /> government creation, organization, structure, powers, duties, <br /> financing, and service delivery capacity before acting upon <br /> 1 <br />
