October 24, 1985 FILE: <br />of the Board of <br />County Commissioners <br />DIVISION HEAD CONCURRENCE: <br />SUBJECT: COUNTY -INITIATED REQUEST <br />Robert �M.Keating, A TO REZONE .78 ACRES FROM <br />Planning & Development Director RM -10, MULTIPLE -FAMILY <br />16 RESIDENTIAL DISTRICT, TO <br />CG, GENERAL COMMERCIAL <br />DISTRICT <br />FROM: �6 REFERENCES: <br />Richard Shearer, AICP County/Initiated Rezone <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of November 6, 1985. <br />DESCRIPTION & CONDITIONS <br />The Planning Department is initiating a request to rezone .78 <br />acres located east of U.S. #1 and south of 4th Street extended <br />from RM -10, Multiple -Family Residential District (up to 10 units/ <br />acre), to CG General Commercial District. <br />On March 20, 1985, the Board of County Commissioners granted two <br />rezoning requests made by Ed Schlitt to rezone 4 acres from -R-2, <br />Multiple -Family District, to C-1, Commercial District; and to <br />rezone 6 acres from C-1, R-2, and R-1TM, Transient Mobile Home <br />District, to RM -10, Multiple -Family District. The latter request <br />inadvertently'rezoned the subject property to RM -10 which was not <br />Mr. Schlitt's intent. <br />On September 12, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped. North of the subject <br />property is the proposed right-of-way for Indian River Boulevard. <br />Further north, is the site of a future Wal Mart Store which has <br />received site plan approval and is zoned C-1. East of the <br />subject property is undeveloped land zoned RM -10. South of the <br />subject property is vacant land zoned C-1. West of the subject <br />property, across U.S. #1, is a muffler shop. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property as part of <br />the Commercial Corridor that runs along the east side of U.S. #1 <br />from the Vero Beach city limits south to 4th Street. The <br />proposed rezoning is in conformance with the Comprehensive Plan. <br />The existing C-1 zoning north and south of the subject property <br />will be converted to the CG zoning district in the near future. <br />26 <br />
