The subject property <br />is located in a predominately agricultural area. Therefore, rezoning <br />the subject property from RS -3 to A-1 is in conformance with the <br />Comprehensive Plan. <br />Transportation Svstem <br />w <br />The subject property has direct access to South Winter Beach Road <br />(classified as a secondary collector street on the Thoroughfare Plan), <br />and secondary access to 66th Avenue, (classified as a primary collec- <br />tor street on the Thoroughfare Plan). The maximum development of the <br />subject property would generate less than one (1) average annual daily <br />trip (AADT). Therefore, the proposed use would have virtually no <br />impact on the level -of -service for these roads. <br />Environment <br />The subject property is not designated as environmentally sensitive <br />nor is it in a flood -prone area. <br />Utilities <br />The subject property is not served by County water nor wastewater <br />facilities; however, it will not require the provision of public or <br />private utilities. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning Com- <br />mission's recommendation, staff recommends approval. <br />Commissioner Bird inquired what "RCC" antennas stands for, <br />and Planner Melsom advised that this stands for radio common <br />carrier. <br />Commissioner Bird asked if the applicant is leasing out <br />space for private interests, and it was confirmed that the space <br />is leased to private interests and they share the channels. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0) <br />closed the public hearing. <br />.ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0) <br />adopted Ordinance 85-92 rezoning 20 acres north- <br />east of the South Winter Beach Road and CR 505 <br />from RS -3 to A-1 as requested by Joy Miller. <br />35 <br />1 BOOK 62 PAGE 661 <br />
