The land located on the east side of U.S. #1 is designated as <br />LD -2, Low -Density Residential 2 (up to 6 units per acre). <br />The Comprehensive Plan states that within the designated MXD <br />areas, "the County shall encourage, where appropriate, redevelop- <br />ment in accordance with the dominant land uses and the health, <br />safety, and welfare of area residents." Since the. predominant <br />land use in the area is residential, the request for residential <br />zoning is consistent with the intent of the Plan. <br />Transportatipn System <br />The easternmost of the two parcels comprising the subject proper- <br />ty is three acres in size and has direct access to U.S. #1 <br />(classified as an Arterial street on the Thoroughfare Plan). The <br />remaining five (5) acre parcel has access to U.S. #1 through an <br />easement which extends over the north twelve (12) feet of the <br />easternmost three (3) acre parcel of the property. North U.S. <br />Highway #1 has a level -of- service "A" during peak season. The <br />maximum development that could occur with the proposed RM -6 <br />zoning would generate 336 average annual daily trips. This would <br />not affect the level of service of North U.S. Highway #1. <br />Environment <br />The subject property is not designated as'environmentally sensi- <br />tive nor is it in a flood -prone area. <br />Utilities <br />The subject property is not served by County water nor sewer <br />facilities. <br />RECOMMENDATION <br />Based on the above analysis and the Planning and Zoning Com- <br />mission's recommendation, staff recommends approval. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0) <br />closed the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0) _ <br />adopted Ordinance 85-94 rezoning 8 acres south of <br />Schumann Drive west of US1 to RM -6 as requested <br />by John Allen and Avanelle Wells. <br />43 <br />V 6 1985 Boa 62 FAGF'669 <br />I <br />
